Speaker: Todd Burrer, President of Inframark & Adjunct Professor with LSC-Tomball
Topic: Addressing Texas’ Water Operator Shortage Through Industry–Education Collaboration
Bio:
Todd Burrer is President of Municipal Utility Districts (MUDs) for Inframark. He has over 20 years of management experience in the areas of operations, customer service, and billing within the water and wastewater industry. His responsibilities have included overall financial, operational, and compliance leadership for the Texas utility district business.

At Inframark, he is the leader of the senior level management team charged with managing day-to-day operations for the Texas MUD Region with over 800 employees, 270 utility districts, and 350 water and wastewater facilities that serve over 700,000 Texans.
A fifth-generation Houstonian, he earned his BME from Texas Christian University and has completed numerous courses in water and wastewater operations, utility management, and other related areas.
Actively involved in the Association of Water Board Directors, he currently serves as a member of the Program and Legislative Committees and serves the Board of Trustees as an Advisory Council Representative. He served as Chairman of the Vendor Relations Committee from 1999 to 2020 and as a Trustee for six consecutive years. Additionally, he dedicated ten years of service to the Cy-Fair Educational Foundation, concluding in 2024.
Todd also serves on the Board of Directors for Missouri City Management District Number 1, the West Houston Association, and the Cypress Creek Christian Community Center. Previous community positions include serving as the Chairman of the Greens Bayou Coalition as well as serving on the Board of Directors for the Cy-Fair Volunteer Fire Department, Harris County MUD No. 489, and Harris County MUD No. 374.
In 2020, Todd was asked to serve as the Water Utilities Representative for the Region 6 San Jacinto Regional Flood Planning Group. This planning group was tasked with developing Texas’ first regional flood plan, culminating in the state’s first-ever state flood plan. In 2021, he was elected to chair their Public Outreach Committee.
Most recently, Todd has been named to the Resilience Opportunity Advisors & Resources (ROAR) Senior Advisory Board as a Technical Advisor for Resilience Utility Districts. ROAR’s Advisory Board has partnered with the Resilience Innovation Hub to focus on developing innovation and investment for pre-disaster risk and resilience. He has also been named to the Board of Directors for the Texas Reliability Coalition. The TRC’s mission is to promote utility-scale microgrid technology geared toward strengthening the resilience and reliability of the Texas power grid.
In September of 2025, Todd was appointed as an Adjunct Professor of Music at Lone Star College in Tomball, Texas, where he teaches applied music with a focus on low brass pedagogy and serves as the director of The Prevailing Winds, a community-based wind ensemble.
